Bank of America’s credit cards: an insider’s view

Last week, I featured Bank of America’s BankAmericard Cash Rewards credit card, compiling most relevant information that is more or less public, meaning that you can obtain the information without actually having the card. As an actual cardholder, I have the advantage of knowing exactly what’s inside Bank of America’s online banking system, what other benefits a BofA card offers, as well as the details of the card’s features.

1. Inside Bank of America’s online banking site

BofA implemented very well the tabbed document interface that was FireFox’s most lethal weapon against Internet Explorer back in the days. The summary of accounts is well-organized and clearly-displayed on the main page. The essential information is easily found in the drop down list.

The Communication Center is conveniently put on the right hand side of the main page for easy access to customer service. Right above this is a shortcut to BankAmeriDeals, a benefit to BofA cardholders that I will cover later in this post.

With such a user-friendly interface, there is no doubt that Bank of America should be ranked No.1 in online banking customer experience.

2. Bank of America’s actual cashback earning and redemption mechanisms

For each credit card transaction greater than a dollar, you will get some cashback reward. Bank of America does a good job of itemizing cashback earnings: they tell you how much cashback each transaction earned.

Looking at the list, I noticed that Bank of America rounds down each cashback earning to the cent. As you can see below, a $32.84 earned me 32 cents instead of 33 cents if they used regular rounding conventions: 1% of 32.84 dollars is 32.84 cents, which should be rounded to 33 cents. So even though the nominal cashback earning rate is 1.1%, 2.2%, or 3.3% depending on the category of spending, due to the rounding formula, the actual rate is a little smaller.

There’s another caveat to their cashback program: you need to redeem at least $25 at a time; if you have accumulated less than $25 you will not be able to redeem the cashback. Therefore, you should redeem cashback in multiples of $25. For example, say I have $49 in cashback. I will redeem $25, leaving $24 unredeemed. Then I’ll need another $1 in cashback to redeem everything. On the other hand, if I redeemed $40 leaving $9, I’d need to earn another $16 in cashback for the next redemption.

On the plus side, if you deposit your cashback into your BofA banking account, it will post immediately – the transaction is considered an internal transfer and is a lot faster than a check deposit.

3. Bank of America’s credit card payment policy

Bank of America allows at least 25 days to pay the minimum required amount. This is a very generous policy: you essentially borrow money without interest for 25 days. I usually pay off the balance right after the statement cuts, but it’s great to know that if I ever find myself having to borrow money, I will have at least 25 days to pay it back without interest. If I time the borrowing right, I’ll have a month + 25 days: borrow on the first day of a statement cycle, and I’ll be interest-fee until 25 days after the last day of the statement cycle. Of course I do not advocate borrowing from your credit card, but in case of an emergency, having this money immediately available will be very helpful.

If my lovely house in Seattle is destroyed by a dinosaur from Jurassic Park, I will need money immediately for the repair. I will fund the repair with my credit cards initially while looking for a bank loan. As long as I can secure a loan before the 25-day threshold, or up to 56-day depending on the timing, I will pay off the balances and not pay Bank of America a single penny in interest.

Another lovely payment policy of Bank of America is the no-limit on balance payments. You can make multiple payments during a statement cycle, and you can pay above the current balance; the excess payment will become a statement credit. Some other banks allow only 1 payment each cycle, or will not let you pay more than the balance posted in the most recent statement. Amex is one example for the former case, and Chase one for the latter.

This feature allows you to pre-pay your balance and never have to worry about missing a payment. I find the feature especially helpful for two reasons. First, to maximize my credit score, I need zero reported balances on most of my cards, so I want to pay off the balance before the statement cuts. With Bank of America, I can pay off the balance any time; no waiting necessary.

Secondly, for some of my cards, I put a small payment on each of them once every few months so that they stay active. I would pre-pay all the payments months at a time, so that the balance will always be 0 and will be reported as such. This is how I have managed to obtain so many wonderful credit cards with just over a year of credit history.

4. BofA cardholders’ extra benefits

The bottom of the online banking’s main site contains much of the “hidden” benefits of BofA cards. But first, let me tell you my favorite benefit which isn’t easily accessible from the online banking site: “Museums on Us” http://museums.bankofamerica.com/

Completely straightforward: as a BofA debit or credit card holder, you’re entitled to one free general admission to more than 150 museums nationwide on the first full weekend of each month. Some notable museums include the Guggenheim in NYC and the Museum of Fine Arts in Boston. I’ve tried this function on the Seattle Art Museum. Next up is BofA’s Special Offers. My special offers include 12 months of free McAfee Antivirus and a .25% discount on auto loan in case of a refinance. Nothing useful for me, but you may have other offers that are more lucrative.

BankAmeriDeals offers cashback deals customized for your geographical location. At any time there is a number of their partner merchants that offer you a high cashback rewards rate on the first purchase you make at the merchant using a Bank of America card.

You have to select the deals you want to load on your cards, but there is no limit to the number of selected deals, and of course there’s no reason to not select them all. The deals are effective on all your BofA cards; however, the deals are good for first purchases at the stores only. Once you make the first purchase through any card, you’ll get the reward, and the deal will disappear from your deals list. Each deal is valid for a certain period, usually 30 days. After the deal is used or expires, it may come back from time to time. Some of the better offers I’ve seen include 10% on Sports Authority, 10% on Bartell Drugs, and 15% on FedEx.

Add-It-Up is Bank of America’s online shopping portal which offers you cash back every time you make online purchases through it.

Suppose I’m going to buy a Lenovo laptop, and Add-It-Up is offering 5% cash back on Lenovo.com. When I click on Lenovo’s icon, the website will take me to Lenovo.com. During the same web session, I make a purchase of $1,000 on Lenovo.com. Then after a few days $50 will post on my Add-It-Up account, and I’ll be able to deposit this $50 into my bank account by the end of the month.

Some other banks have their own shopping portals as well, and there are websites designed to be shopping portals, and compared to all, Bank of America’s cashback earning rate is rather mediocre. And you’d have to accumulate at least $5 for your cashback credit to be paid out. On the other hand the range of merchants is quite good, and the processing time is relatively short: some websites only pay out cashback once every quarter.

Bank of america cancel credit card paymentI almost never lose my temper with customer service reps, and it usually gets me what I want or at the very least closer to my goal. Whether we are talking about the cable company, cell phone companies, and most financial/credit card companies – I usually get what I want.

Before I get the comments about how stupid my actions were today (described below) – I am well aware that part of my credit score is made up of my debt to credit available. But for those who aren’t obsessed with this world, there are some great articles by HUGE personal Finance Bloggers like My Money Blog and The Simple and Dollar who have delved deep into this world, but the main points can be found on How Stuff Works,

  • 35 percent of the score is based on your payment history. This makes sense since one of the primary reasons a lender wants to see the score is to find out if (and how promptly) you pay your bills. The score is affected by how many bills have been paid late, how many were sent out for collection and any bankruptcies. When these things happened also comes into play. The more recent, the worse it will be for your overall score.
  • 30 percent of the score is based on outstanding debt. How much do you owe on car or home loans? How many credit cards do you have that are at their credit limits? The more cards you have at their limits, the lower your score will be. The rule of thumb is to keep your card balances at 25 percent or less of their limits.
  • 15 percent of the score is based on the length of time you’ve had credit. The longer you’ve had established credit, the better it is for your overall credit score. Why? Because more information about your past payment history gives a more accurate prediction of your future actions.
  • 10 percent of the score is based on new credit. Opening new credit accounts will negatively affect your score for a short time. This category also penalizes hard inquiries on your credit in the past year. Hard inquiries are those you’ve given lenders permission for, as opposed to soft inquiries, which include looking at your own score and have no effect on the score. However, the score interprets several hard inquiries within a short amount of time as one to account for the way people shop around for the best deals on a loan.
  • 10 percent of the score is based on the types of credit you currently have. It will help your score to show that you have had experience with several different kinds of credit accounts, such as revolving credit accounts and installment loans.

With all that being said here is what I did yesterday. I went to update my debt snowball (which has been put off because I got annoyed) and found a $50/annual fee on one of the cards that is set at 1% which had $1,500 on it with a credit limit of $5,000 that I had for a couple years and never missed a payment (so a GREAT card according to the above criteria).

I couldn’t fathom paying a $50 yearly fee on a card I didn’t use and wasn’t getting points on (since The Wife and I stopped using CCs). So I first contacted a Rep via LiveChat, and then at the same time contacted them on the phone since I wasn’t happy.

In the end I canceled the card to avoid the $50 charge…did I cut my nose off to spite my face? Probably but sometimes you have to say “screw the establishment.” I really lost my temper, below is a part of the actual transcript from the conversation,

It was at the point where there was a delay that I called Bank of America. Am I happy to see any company go down the drain? You betcha! Bank of America (BAC) is down 85% for the past year, 63% YTD, 77% 3 months, and 28% for the day (Jan. 20, 2009).

CFPB Orders Bank Of America To Pay $727 Million In Consumer Relief For Illegal Credit Card Practices

Millions of Consumers Harmed by Bank’s Deceptive Marketing and Unfair Credit Card Billing Practices

WASHINGTON, D.C. — The Consumer Financial Protection Bureau (CFPB) has ordered Bank of America, N.A. and FIA Card Services, N.A. to provide an estimated $727 million in relief to consumers harmed by practices related to credit card add-on products. Roughly 1.4 million consumers were affected by Bank of America’s deceptive marketing of their add-on products. Bank of America also illegally charged approximately 1.9 million consumer accounts for credit monitoring and credit reporting services that they were not receiving. Bank of America will pay a $20 million civil money penalty to the CFPB.

“We have consistently warned companies about illegal practices related to credit card add-on products,” said CFPB Director Richard Cordray. “Bank of America both deceived consumers and unfairly billed consumers for services not performed. We will not tolerate such practices and will continue to be vigilant in our pursuit of companies who wrong consumers in this market.”

From 2010 through 2012, Bank of America actively marketed two credit card payment protection products, “Credit Protection Plus” and “Credit Protection Deluxe.” Both products allowed customers to request that Bank of America cancel some amount of credit card debt in the event of certain hardships like involuntary unemployment or disability and certain life events such as entering college or retirement. The Bureau found that the telemarketing scripts Bank of America used for these products contained misstatements. Additionally, telemarketers often went off script to make sales pitches that were misleading and that omitted pertinent information. Over 1.4 million card members were affected by this deceptive marketing.

Among other things, Bank of America misled consumers about:

  • Cost of first 30 days of coverage: Bank of America led some consumers to believe that the first 30 days of coverage were free of charge when, in fact, by enrolling, consumers were agreeing to purchase the credit protection products. Consumers would begin incurring charges unless they cancelled within an initial 30-day review period, in which case any fees previously paid would be reimbursed.
  • Enrollment process for credit protection products: Bank of America misled some consumers about the enrollment process for these products, telling them that there were additional steps to enroll in or purchase the products after the telemarketing call or that, on the call, they were merely agreeing to receive additional information. In reality, Bank of America was enrolling these consumers in the products during these calls and then charging consumers for the products.
  • Benefits of credit protection products: Bank of America misrepresented the benefits consumers could receive from the products, telling consumers they could receive benefits for a longer period of time than was allowed under the terms and conditions of the credit protection products. Bank of America also led some consumers to believe they would be entitled to a “$25,000 death benefit” by enrolling in Credit Protection Plus when that was not the case. Telemarketers misled consumers by implying the benefits of these products were automatic upon notice of a qualifying event when, in fact, benefits were contingent on the successful completion of a benefit request submission and approval process.

Bank of America also enrolled consumers in identity protection credit card add-on products, known as “Privacy Guard,” “Privacy Source,” and “Privacy Assist,” that promised to monitor customer credit and alert consumers to potentially fraudulent activity. Under federal law, in order for Bank of America or its vendors to obtain consumers’ credit information, the consumers generally must authorize access to credit information. Bank of America, however, billed consumers for these products without or before having the authorization necessary to perform the credit monitoring and credit report retrieval services. As a result, the company:

  • Billed consumers for services they did not receive: Bank of America illegally charged customers for these products as soon as they enrolled even if they were not actually receiving the services yet.
  • Unfairly charged consumers for interest and fees: The unfair monthly fees that customers were charged sometimes resulted in customers exceeding their credit card account limits, which lead to additional fees for the customers. Some consumers also paid interest charges on the fees for services that were never received.
  • Illegally charged approximately 1.9 million consumer accounts: Bank of America engaged in these unfair billing practices from at least October 2000 through September 2011. About 1.9 million consumer accounts were improperly billed product fees while not receiving the full product services, affecting roughly 1.5 million consumers. The unfair billing practices resulted in about $459 million in harm to consumers.
  • Failed to provide product benefits: Consumers may have been under the impression that their credit was being monitored for fraud and identity theft, when, in fact, these services were either not being performed at all, or were only partially performed.

Pursuant to the Dodd-Frank Wall Street Reform and Consumer Protection Act, the CFPB has the authority to take action against institutions engaging in unfair, deceptive, or abusive practices. Bank of America ended the marketing and sales of credit protection products in August 2012, canceled all existing accounts as of September 2013, and provided six months of no-cost coverage to consumers enrolled as of March 2013. Bank of America stopped marketing the identity protection products in approximately December 2011.

To ensure that Bank of America honors its obligation to provide relief to affected consumers and that consumers are no longer subject to these deceptive marketing tactics and unfair billing practices, the CFPB’s order requires that Bank of America:

  • Prohibited from engaging in illegal practices: Bank of America will be prohibited from marketing any credit protection or credit monitoring add-on products until it submits a compliance plan to the CFPB.
  • End unfair billing practices: Consumers will no longer be billed for these products if they are not receiving the promised benefits. Bank of America will review and, if necessary, improve its policies to ensure that it does not commit unlawful acts in the future.
  • Repayment to affected consumers: Bank of America must provide approximately $268 million in refunds and additional relief to more than 1.4 million customers subjected to deceptive marketing practices. It also must pay approximately $459 million to roughly 1.9 million customer accounts, representing approximately 1.5 million consumers who enrolled in the credit monitoring products and were charged while Bank of America did not perform all of the promised services.
  • Conveniently repay consumers: Bank of America has completed reimbursement to consumers for the unfair billing practices relating to the identity protection products. For the credit protection products, if the consumers are still Bank of America customers, they will receive or already have received a credit to their accounts. If they are no longer a Bank of America credit card holder, they will receive or already have received a check in the mail or have charged-off balances reduced by the amount they were charged in fees. Consumers are not required to take any action to receive their credit or check.
  • Pay a $20 million penalty: Bank of America will make a $20 million penalty payment to the CFPB’s Civil Penalty Fund .

This enforcement action is the result of the CFPB’s investigation into Bank of America’s payment protection products and of work started by the Office of the Comptroller of the Currency (OCC) regarding the unfair billing practices of the identity protection products, which the CFPB joined. This is the fifth action the Bureau has taken in coordination with a fellow regulator to address illegal practices with respect to credit card add-on products. The OCC is separately ordering restitution from Bank of America for the unfair billing practices. The OCC is ordering Bank of America to pay $25 million in civil money penalties for the unfair billing practices, in addition to those ordered by the CFPB.
